Under the Texas Graduated Driver License program, applicants aged 15\u201317 may apply for a learner&#8217;s license through Texas DPS:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Be between 15 and 17 years old<\/li>\n\n\n\n<li>To receive a Texas learner&#8217;s permit, teens ages 16\u201317 must complete the classroom portion of an approved driver education course, as required under Texas Transportation Code Section 521.204.<\/li>\n\n\n\n<li>Under Texas Transportation Code \u00a7521.204, teens applying for a learner&#8217;s permit must provide a Verification of Enrollment and Attendance (VOE) form if currently enrolled in school<\/li>\n\n\n\n<li>Or documentation such as a high school diploma or GED if they are no longer enrolled.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Under <a href=\"https:\/\/statutes.capitol.texas.gov\/?tab=1&amp;code=TN&amp;chapter=TN.521&amp;artSec=521.204#:~:text=Sec.%20521.204.%20%20RESTRICTIONS%20ON%20MINOR.\" target=\"_blank\" rel=\"noreferrer noopener\">Texas Transportation Code \u00a7521.204<\/a>, a learner license holder must be accompanied at all times by a licensed Texas driver who is at least 21 years of age.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to <a href=\"https:\/\/statutes.capitol.texas.gov\/?tab=1&amp;code=TN&amp;chapter=TN.545&amp;artSec=545.4251#:~:text=Sec.%20545.424.%20%20OPERATION,wireless%20communication%20device.\" target=\"_blank\" rel=\"noreferrer noopener\">Section 545.424<\/a>, no cell phones are allowed, even if they are hands-free, unless it is an emergency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The next step is to obtain a Texas Provisional License. To get a provisional license, a teen driver has to be at least 16 years old. This graduated licensing requirement remains in place to emphasize the importance of behind-the-wheel practice hours.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How Can a 16 Year Old Driver Get a Texas Provisional License?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">At age 16, a teen driver with a Texas <strong>learner license<\/strong> can move up to a Texas <strong>provisional license<\/strong>. They also have to finish the Impact Texas Teen Driver (ITTD) program within 90 days of passing the driving test.
